Welcome to RIVF 2012Started in 2003, RIVF has become a major scientific event for researchers in the field of Computing and Communication Technologies, not only in Vietnam but also worldwide. RIVF 2010, held in Hanoi, had received submissions coming from 23 countries across all the continents. The 9th RIVF continues to offer an opportunity for researchers and innovators to discuss problems, share results, identify emerging issues, and establish academic collaborations in various disciplines of computing and communications. This 9th edition is hosted by Ho Chi Minh City University of Technology, Ho Chi Minh City University of Science, VNU-HCM, Vietnam, sponsored by the IEEE Communications Society and IEEE Computational Intelligence Society. Previous RIVF conferences have been held at the Institut de la Francophonie pour l'Informatique (Hanoi, 2003, 2004), University of Can Tho (Can Tho, 2005), VNU - Ho Chi Minh City University of Technology (Ho Chi Minh City, 2006), Hanoi University of Technology (Hanoi, 2007), VNU - Ho Chi Minh City University of Science (Ho Chi Minh City, 2008), Da Nang University of Technology (Da Nang, 2009), and VNU - Hanoi University of Science (Hanoi, 2010).
